Humboldt Bay is a fictional city based on the Humboldt Bay region of northern California. In many ways, the setting may mirror of the real world, but in many ways it does not. As a player, you must use your imagination and suspend disbelief about what is and is not possible. The real world is merely a starting point.

For the purposes of this setting, the city of Humboldt Bay incorporates the real-world towns of Hydesville, Fortuna, Eureka, Myrtletown, Arcata, and McKinleyville, California. In the setting, these distinct towns (and all other surrounding incorporated areas) are instead districts within the city limits.

The total population of this area is approximately 140,000. It is located approximately 25 miles south of the Oregon border within the larger county area of the same name, and serves as the county seat. The city is bordered to the west by the Pacific Ocean, and to all other sides by dense forests and rugged hills, including the Headwaters Forest that it wraps around. The Eel River winds through on the southern edge near tracts of farmland, while to the north stands the Prairie Creek Redwoods State Park, the Redwood National and State Parks, and Six Rivers National Forest. To the south lies the Humboldt Redwoods State Park. Rising to the east are Mount Shasta and the Bully Choop Mountain.

Highway 101 runs north-south through the city, stretching all the way down to the heart of Los Angeles and all the way up to Seattle.
